CiviQ’s OpenConsult & OpenInsights innovations offer smart city planners, transport and infrastructure companies deep insights into public opinion on planning and policy challenges. Used by 10 local authorities they are reducing the direct costs of consultation on urban development projects by up to 50% and delivering new insights to prevent costly downstream conflict. CiviQ’s aim is to be the market leader in opinion and consultation analytics for the €386bn smart governance market by 2022.

Economic rationale / Business Model

OpenInsights is a SaaS platform available at an annual subscription. The product is offered at two price levels: a) local authority offering and b) enterprise level.

The price is variable based on the numbers of administrators using the platform; number of opinions processed and number of analysis projects.

OpenInsights is supported by an enabled product OpenConsult also a SaaS product. This captures structured public submission data as open data to release information into the OpenInsights product. This SaaS product is already being used by 10 Local Authorities and Government Departments in Ireland and UK. Pricing is variable based on number of administrator seats.

OpenInsights can be packaged with the enabler product for both sectors or purchased separately.

Financing source: Private

We intend to finance both through sales, grants and equity investment. We have developed the software from sales of our existing enabler product OpenConsult. We are now seeking investment to expand to the airport market and other private infrastructure development sectors where there is a demand for open public opinion insights.

Market need: Since 2016, the lack of methods to effectively understand public opinion has become clear. This lack of insight has a direct impact on industry, governments and cities. In 2010 the US renewable energy industry lost $10bn as a result of ineffective consultation. In Germany citizen protests counted for a 25% overrun of large infrastructure project costs . In 2013, Kilkenny County Council, Ireland lost €250,000 in project delays due to legal action by citizens over its controversial city bridge plan. 
Innovation in public opinion knowledge is particularly urgent to the development of smart cities.
