Shandong strives to cultivate more than 3,000 high-tech enterprises by 2025

The Information Office of Shandong Provincial People’s Government held a press conference on March 29 to interpret the Second Batch of “Policies on Ensuring the‘Six Priorities’ and Stability in Six Areas for Steady Economic Momentum to Boost the High-Quality Development” and “Measures for Supplementing and Improving the Work Deployment of Shandong in 2021”.

Enterprise is the undertaker of innovation. In recent years, Shandong has been carrying out the echelon cultivation of scientific and technological enterprises, and has formed a development pattern in which technology-based SMEs are everywhere, high-tech enterprises continue to emerge, and innovation-oriented leading enterprises stand firm. According to the new conference, Shandong has 18,203 technology-based SMEs listed in the database in 2020, ranking third in the country, and 14,600 high-tech enterprises, ranking sixth in China. A number of innovation-oriented leading enterprises emerged in the province, such as Weichai, CRRC, Haier and Inspur.

Technology-based SMEs are small in scale, large in area, strong in mobility and fast in adapting to the market. They are also the cradle for the growth of high-tech enterprises and innovation-oriented leading enterprises. In order to further the cultivation of technology-based SMEs, stimulate the vitality of innovation, and lay a solid foundation for the cultivation of technology-based enterprises, Shandong will implement the project of improving the innovation capacity of SMEs from this year. The project will focus on the integrated circuits,new generation of information, new materials, new energy, high-end equipment, biological medicine and other strategic emerging sectors and industries that need to be strengthened urgently in the province to support around 1,000 SMEs in working with universities and research institutes every year, so as to strengthen the collaborative innovation among enterprises, universities and research institutes, organize the research and development of key generic technologies, and accelerate the commercialization of scientific and technological advances. Shandong will strive for basically forming a market-oriented technical innovation system with enterprises as main body and the integration of industries, education and research by 2025, promoting the industrialization of more than 5,000 items of scientific and technological achievements, cultivating more than 3,000 high-tech enterprises, formulating more than 200 innovation-oriented leading enterprises with independent intellectual property rights, independent brands and sustainable innovation capacity, and driving the development of 10,000 technology-based SMEs.
